KASSANDA DISTRICT: WITH SHS11.2 BILLION SPENT ON HEALTH, OPPOSITION LEADING THE DISTRICT FAIL TO BLAME THEMSELVES

MINISTRY OF HEALTH through its Health Sub Programme on Grants, Budgets and Implementation Guidelines for Local Governments in this FINANCIAL YEAR 2022/23, seeks to share budgets so that each district is aware of its share.

Dr Diana Atwine, Permanent Secretary Ministry of Health says, these guidelines are issued by the Ministry of Health to Local Governments to provide them with information that is used during budgeting and implementation. Where necessary, there are cross-references to other guidelines and policies which provide more details.

“During FY 2022/23 the Health Sub Programme will continue to re-prioritize Health Promotion, Disease Prevention, hygiene, and Sanitation (Community Health interventions), and 30% of the Non-Wage Recurrent funds at each level of care for example, Local Government Health Offices, General Hospitals, and each lower-level health facility should be earmarked to undertake activities related to these priority areas across the spectrum”, said Dr Diana Atwine.

Kassanda District under Vote Code 855 has received shs4,529,912,484 billion, shs3,445,194,318 billion goes to health wage as a conditional grant, and shs440,787,179 million health Non-wage also a conditional grant. Ministry of Health further provided Kassanda district with shs334,079,273 million for primary health care non-wage recurrent. Shs42,388,477 as non-wage for PNFP (Private Not for Profit Providers).

Human Capital Development in Kassanda district is primary health care- District Health Officer got shs64,319,429 million, Health development conditional grant is shs643,930,987 million. Development Facility Upgrade is shs490,000,000 million, and health development formula and performance are shs153,930,987 million.

Kyasansuwa Health Center II was allocated shs170,000,000 million for staff house construction for the upgraded facility. Kijuna sub-county in Bukuya County received equipment for the newly constructed health facilities, the equipment cost is shs320,000,000 million.

Global fund indicative figures for Kassanda district are as follows, Kassanda district and facility level management shs52,578,000 million. IMM is allocated shs24,303,643 million, facility clinical audits shs11,352,857 million, malaria epidemic review and response coordination is shs10,514,000 million.

The Global fund indicative total for the Kassanda district is shs98,748,500 million. Gavi’s indicative planning figures are the following, especially targeting Routine Immunization. Support to Routine outreaches is shs70,368,000 million, holding quarterly one-day district stakeholders quarterly performance review meeting on EPI at shs12,400,000 million. Kassanda district is supposed to hold HSD/Subcounty quarterly performance review meetings for shs7,680,000 million. Support Data improvement teams(DITs) shs4,464,000 million, support supervision for DHT shs3,680,000 million.

Vaccine supplies distribution shs2,016,000 million and DSFP shs630,000. Gavi’s indicative total is shs101,238,000 million. 28 Health Facility allocations for the financial year 2022/23 are shs376,467,750 million. Total is shs11,182,616,884 billion.

Hon Mathias Mpuuga, Leader of Opposition said the General Ward at Kassanda Health Centre IV, the biggest healthcare facility in the district! It’s a cubicle without anything that qualifies it for a hospital ward!! On one bed is a female patient and on the other is a male patient.

“the facility’s Theatre has a single operating bed. When there is an ongoing surgery, other health workers will go down on their knees to pray that they don’t get an emergency case requiring them to go to the theatre. The equipment is as well rusty & old”, said Mpuuga

There’s no ambulance, no mortuary, no staff quarters, The regime apologists sometimes claim that we make up stories, now, listen to this testimony by Sr Gorreti Namayanja, the in-charge, Maternity Ward, Kassanda district.
